The For the strength of youth booklet invites you “to be neat…” so ripped jeans would not be appropriate at FSY
The For the strength of youth booklet explains that “Immodest clothing is any clothing that is tight, sheer, or revealing in any other manner…” and it invites you “to avoid short shorts and short skirts”.
Shorts and skirts would be expected to cover the temple garment, even if the person has not yet received the endowment.
More information can be found in the video "Sacred Temple Clothing" in the LDS Media Library at lds.org
For the strength of youth explains “Immodest clothing is any clothing that is tight, sheer, or revealing in any other manner” so leggings would not be appropriate at FSY.
